Howard Lee is responsible for monetary management, financial stability surveillance and financial infrastructure including payment systems. He also oversees the HKMA’s Fintech Facilitation Office. He joined the HKMA in 2009 as a Division Head in the Banking Policy Department. He also worked in the Corporate Development Division before his appointment as Executive Director (Corporate Services) in 2010. He took up the position of Executive Director (Monetary Management) in May 2013 and was promoted to Senior Executive Director in February 2016 before he was appointed to his current position on 1 January 2018. Prior to joining the HKMA, Mr Lee was an Administrative Officer in the Hong Kong SAR Government and had worked in different policy bureaux and departments with responsibilities for policy formulation, regulatory issues, and administration.
Florian-Alexandre BIELAK is the head of cybersecurity at Block.one an open-source software publisher which developed the EOS blockchain protocol.
Prior to joining Block.one, he was the APAC technology Risk management lead for BlackRock.

Sam Coco is the Head of Information Security & Technology Risk, Asia Pacific for Fidelity International. Based in Hong Kong since 2011, Sam oversees information security, technology risk, cyber security and cyber defense operations across the region.
Sam has over 10 years of experience in the security and technology field. Prior to his current role, Sam was the Information Security, Senior Manager for Asia Pacific where his role focused on governance, risk and compliance as well as supporting operational security across the region. Previous to that, Sam was part of Fidelity International’s Corporate Security function where he was involved in internal investigations, background vetting and due diligence activities associated with security assurance.
Sam started his career in Sydney Australia in 2003 and held a number of technical roles before joining Fidelity International in 2005.
Sam holds a Bachelor of Technology degree from The University of Western Sydney. He is also CISSP and CISA certified.
Dr Lucas Hui is the Senior Director, Security and Data Sciences of ASTRI. He is responsible for developing strategic plans for the technology division which focuses on authentication, cyber-security, and big data analytics; building and leading R&D teams, as well as engaging customers and collaborators from both industry and government. His research interests include information security, authentication services, network security, cryptography, and electronic commerce.
Paul Jackson first arrived in Hong Kong 30 years ago upon joining the HK Police in 1988. Qualified as an electronics and telecommunications engineer in the UK, after a few years of fun chasing smugglers in speedboats, Paul's past caught up with him and he was asked to lead a team to work with all the new mobile phone operators that were granted licences in 1995. Thus, began a long career in technology related crime investigation and cyber-security. Given his inability to shoot straight, this was probably a good thing!
As we moved safely past Y2K, he became a founding member of the Technology Crime Division in the HKP leading cybercrime and forensic investigations. At the same time, Paul worked extensively to develop and facilitate cybercrime investigation, intelligence and forensics training programs for Interpol across APAC and occasionally in Europe. He co-founded the HTCIA Asia Pacific Chapter in 2005 and ran cyber-security for the HK portion of the Olympic Games in 2008 among the highlights.
New adventures beckoned in 2010 when Paul joined JPMorgan, and he was soon to move to New York to build (virtually from scratch) the global high-tech investigation team, which to this day remains a leading capability in corporate America. The time spent heading this global team was full of extraordinary challenges, dealing with front-page news incidents and high-pressure situations.
Paul moved back to Asia in 2014 keen to bring all the knowledge back with him and work with the community in Asia to uplift capability and standards, Paul moved into the consulting world and now heads Kroll's Asia Pacific Cyber Risk Practice working to protect major organisations throughout the region. He is also a frequent speaker at APAC events and is often quoted in media articles. He can even be heard telling stories on the radio from time to time.

Victor Keong, HBA (Ivey 1993) CISA, EMBA (Ivey 1999), CISSP, CISM is currently Cisco’s first Senior CISO/CSO Advisor for Asia Pacific, Japan & China. Victor brings his considerable years (25+) of experience in Cyber and InfoSec to advise Cisco’s strategic clients on charting their Cyber Security Strategy.
Prior to returning to his native Singapore in 2010, Victor spent 17 years with Deloitte in Canada. From a functional perspective, Victor was an experienced partner Deloitte’s Enterprise Risk services group, where he held several senior roles in Deloitte’s Cyber Risk Services’s Executive Management Group, including Asia Pacific Cyber Risk Services’ Leader and Global Leader for IT Vulnerability Management. He helped built the Cyber Risk Services Practice at Deloitte into one of the pre-eminent security consulting firms in the world.
Victor was also Deloitte's Lead Client Service Partner with (ISC)2 - Information Systems Security Certification Consortium - where he directed Deloitte's global certification program with (ISC)2, culminating in 1000+ CISSPs globally within Deloitte, the largest among any professional services firm.
Victor also led the Canadian Deloitte firm's Chinese Services Group. Victor has assisted some of Deloitte’s key Chinese clients in establishing a footprint in Canada, as well as consulted with outbound Canadian clients wanting to engage in China. Victor is fluent in several Chinese dialects, including Hokkien, Hakka, Cantonese, and speaks/read/write Mandarin fluently. He is a well sought-after speaker, and has spoken on various conferences, and often quoted in the media.
Michael Leibrock joined DTCC in 2010 and currently serves as Managing Director, Chief Systemic Risk Officer and Head of Counterparty Credit Risk for The Depository Trust & Clearing Corporation (“DTCC”). Michael has over twenty-five years of risk management experience at several U.S. and global financial institutions. Michael’s previous positions include senior roles as Chief Counterparty Risk Officer for Fannie Mae and Senior Vice President, Head of NonBank Financial Institutions Credit for Commerzbank, A.G. In his current position, Michael is responsible for the identification and monitoring of potential systemic threats to DTCC and the securities industry, actively engaging with DTCC clients and regulators on systemic risk topics and producing periodic industry white papers and other thought leadership products. He is also responsible for all counterparty credit risk originating from DTCC’s core entities, NSCC, FICC and DTC. Michael currently serves as chair of DTCC’s Model Risk Governance Council, co-chair of the Systemic Risk Council and is a member of the Management Risk Committee and Risk Advisory Council. Michael holds a Doctorate degree in Finance and International Economics from Pace University’s Lubin School of Business, as well as an M.B.A. in Finance from Fordham University. Michael has served as an Adjunct Professor at New Jersey City University and Monmouth University and is an active speaker on risk topics domestically and globally.
Mr Patrick Liu has more than 20 years of IT and Security experience including security operation, risk and control and IT audit within top tier financial institutions. As an experience security practitioner, Patrick has been responsible for performing and managing a wide range of security consulting, risk and threat assessment, security training, cyber crisis management planning program. Patrick has various cybersecurity experience in banking industry including Deputy CISO and Head of Information Risk. He was awarded the Hong Kong Cyber Security Professionals Awards in 2017 in recognition of his commitment in the cyber security field.
Mr Liu acquired several professional certifications including CISSP, CISSP-ISSAP, CISA, CGEIT, CRISC, CIA and ABCP.
Mr Rex Liu is the security director of Joint Electronic Teller Services Ltd (JETCO). In the current role, Rex assumes full responsibility of the security strategy and management in the traditional ATM switching, the payment services and the latest Open API Initiative, APIX. Prior to joining JETCO, Rex assumed key executive roles in Swire and Jardine Group for twenty years. He was responsible for PCI-DSS accreditation, leading digital transformation projects and driving unified communication & collaboration project in regional offices, etc. Rex holds an MBA degree, an M.Phil. degree in information engineering and a Bachelor degree in computer engineering. Micky Lo joined BNY Mellon in July 2013 as Chief Technology Risk Officer APAC. He is leading the regional team with the mission to enable business solutions while proactively protecting BNY Mellon from information risks in a balanced control environment. He oversees and govern the implementation of the bank wide information risk roadmap in the region with particular focus on IT regulatory compliance.

Perry Pow is the Regional Director of State Street Bank & Trust for Asia Pacific. He is based out of Hong Kong and leading a team to oversee key aspects of cyber security and information protection, secures State Street assets and customer data from information risks, support a 24x7 security operation center that is specialized in active detection and countering of cyber threats. He works closely with a global team to help adept and evolve the security postures while embracing technologies like BYOD, cloud security and digital transformation.
He has over 20 years of experience in Financial Services and Telecommunications industries spanning across technology auditing, enterprise risk management, IT governance, risk and compliance, as well as business continuity and cyber security. He was one of the standing committee members of the Hong Kong Whole Industry Simulation Exercise (WISE) in 2015 who contributed to infrastructure design and cyber-themed scenarios. Prior to State Street, he worked for PCCW on fraud investigation and revenue assurance.
Perry serves as the Chair of the Hong Kong Community Support Program of State Street which is responsible for the oversight of community programs including grant making, volunteering and environmental education activities.
He graduated from the University of British Columbia with an honor degree in Computer Engineering. He also holds an MBA and is married with two children.
Saqib Sheikh is the Head of Customer Solutions and Presales for Asia Pacific at SWIFT, and Regional Director for the SWIFT Customer Security Programme.
He leads a team of solution architects that support SWIFT clients in enabling efficiency, reliability, security and scale in their business. His portfolio of SWIFT products & services comprise of the core SWIFT messaging services, traditional and enterprise-wide interface and integration solutions, professional services and support.
Saqib has been with SWIFT for 17 years. Prior to this role, he was the Chief Executive Officer of SWIFT India, a joint venture with leading Indian banks, and Head of Markets for India and the Subcontinent. He has also held a variety of roles across marketing, change management, IT programme management and delivery across SWIFT in Singapore, Mumbai, Belgium and the US.
Saqib holds a Bachelors in Computer Science from Virginia Tech, a Masters in Computer Science from George Washington University, an MBA from the University of Maryland and executive education from INSEAD. Saqib is based out of Singapore.
KH Shum has over 20 years of working experience in the academia and industry. He is a former faculty member of the National University of Singapore and Singapore Management University. His experience in the industry includes CTO and Technical Director positions in technology companies and start-ups, specializing in the areas of security, fin-tech and software engineering. He is currently the Director of Applied Cryptosystems group in ASTRI. KH received his Ph.D. in Computer Science from the Computer Laboratory of the University of Cambridge with the scholarship support of the Croucher Foundation of Hong Kong.
Reuben Sinclair is Director of Micro Focus APJ Cyber Security. Before joined Micro Focus, Reuben is seconded from industry to the Department for International Trade as the first of three cyber security regional representatives and will cover the South East Asia region, based in Singapore. Prior to joining DIT Reuben was an Associate Director leading a team of 80 cyber security professionals at NCC Group, a British cyber security company where he has worked for 8 years. Reuben supervised the delivery of high quality cyber security consultancy services including strategic and transformational security programmes. He also closely supported business development activities regularly engaging with clients and partner organisations. During this and his prior consulting role Reuben has led cyber security programmes in retail, banking, insurance, transport, hospitality and international events.
Reuben has also worked as a Head of Information Security at several companies including; manufacturing, technology, telecoms, publishing and distribution. As an experienced cyber and information security professional with 19 years’ experience in InfoSec and Cyber, Reuben has a unique and diverse security portfolio. Prior to entering the industry in 1999 Reuben gained 10 years security and intelligence experience within the British Armed Forces.
With 29 years in the security industry Reuben brings considerable experience to this role. He has been integral to the development of NCC Group’s Cyber Security, Risk and Governance strategy and practice development and was actively involved in both the delivery and management of these engagements.
Reuben holds an MSc in Information Security Technology and is a qualified ISO 27001 Lead auditor and Payment Card Industry Qualified Security Assessor.

He is a subject matter expert in threat intelligence, application and network security, and identity governance. As a product architect, Ron has designed and developed application & network security products including global web security architecture for the Global 100. He is an inventor with patents granted in the fields of authentication, authorization, audit, web application security, network intrusion detection and protection, and security in software defined networks.
