Howard Lee is responsible for reserves management, financial infrastructure and fintech. He is also an Executive Director of the Hong Kong Mortgage Corporation Limited. He joined the HKMA in 2009 as a Division Head and has worked in various areas including monetary management, financial stability surveillance, corporate services and banking policy. He was appointed as a Deputy Chief Executive on 1 January 2018. Prior to joining the HKMA, Mr Lee worked in the Hong Kong SAR Government in areas relating to economic development, financial services and other public policies.

Sam has over 12 years of experience in the security field. Dirk has over 29 years of Information Security experience starting his career in Melbourne, Australia with Fujitsu. He began working with federal government and defence along with retail, local and state government industries. He has worked in global cyber security teams across various financial services organisations including Commonwealth Bank of Australia, ANZ Bank, National Australia Bank, AIG. Dirk joined the Hong Kong Jockey Club as the Chief Information Security Officer and Head of Technology Risk in 2019 and is driving a transformation and move to automate cyber security capabilities. Professor Lam is the Associate Vice President (Strategy and Partnerships) and Professor in the School of Computer Science and Engineering at the Nanyang Technological University (NTU), Singapore. He is concurrently serving as Director of the Strategic Centre for Research in Privacy-Preserving Technologies and Systems (SCRIPTS), and Director of NTU’s SPIRIT Smart Nation Research Centre. From August 2020, Professor Lam is also part-time seconded to the INTERPOL as a Consultant for Cyber and New Technology Innovation. He served as the Director of the Nanyang Technopreneurship Center 2019-2022, and as Program Chair (Secure Community) of the Graduate College of NTU 2017-2019. Professor Lam has been a Professor of the Tsinghua University, PR China (2002-2010) and a faculty member of the National University of Singapore and the University of London since 1990. He was a visiting scientist at the Isaac Newton Institute of the Cambridge University and a visiting professor at the European Institute for Systems Security. In 2018, Professor Lam founded TAU Express Pte Ltd as an NTU start-up upon successful completion of the Intelligent Case Retrieval System (ICRS) project, performed in collaboration with the Singapore Judiciary. In 1997, he founded PrivyLink International Ltd, a spin-off company of the National University of Singapore, specializing in e-security technologies for homeland security and financial systems. In 2012, he co-founded Soda Pte Ltd which won the Most Innovative Start Up Award at the RSA 2015 Conference. In 1998, he received the Singapore Foundation Award from the Japanese Chamber of Commerce and Industry in recognition of his R&D achievement in Information Security in Singapore. Prof Lam received his B.Sc. (First Class Honours) from the University of London in 1987 and his Ph.D. from the University of Cambridge in 1990. Perry Pow is the Regional CISO of State Street Bank & Trust for Asia Pacific. He is based out of Hong Kong and leading a team to oversee key aspects of cyber security and information protection, secures State Street assets and customer data from information risks, support a 24x7 security operation center that is specialized in active detection and countering of cyber threats. He works closely with a global team to help adept and evolve the security postures while embracing technologies like BYOD, cloud security and digital transformation.
He has over 20 years of experience in Financial Services and Telecommunications industries spanning across technology auditing, enterprise risk management, IT governance, risk and compliance, as well as business continuity and cyber security. He was one of the standing committee members of the Hong Kong Whole Industry Simulation Exercise (WISE) in 2015 who contributed to infrastructure design and cyber-themed scenarios. Perry serves as the Chair of the Hong Kong Community Support Program of State Street which is responsible for the oversight of community programs including grant making, volunteering and environmental education activities. Frank Versmessen is SWIFT’s Head of Customer Security and CSP programme Director. This programme was introduced to support customers and drive industry-wide collaboration in the fight against cyber fraud. Customer Security is responsible for the CSP security framework, the customer attestation and assurance processes, and supervisory reporting.
Between 2014 and March 2019 Frank was Head of Regulatory Affairs at SWIFT. In this role Frank and his team were responsible for monitoring the global regulatory landscape, for liaising with regulators, and for identifying regulatory-related issues and opportunities.
Previously, Frank was the Global Head of Post-Trade at SWIFT focusing on equities and fixed income. In this role, Frank was based in Singapore, and was responsible for developing SWIFT’s global strategy in post-trade services.
Between 2000 and 2010, Frank headed various roles within SWIFT’s securities markets division, looking after large infrastructure initiatives, which included projects with major securities market infrastructures in EMEA, Asia and the Americas.

Ricky is currently the Executive Director, Chief Information Security Officer of DBS Hong Kong. He was also the Head of Technology Risk Strategy & Policy of one of the largest financial institutions in Hong Kong, overseeing the entire technology risk governance framework and various control measures.
