Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.
Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.
Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.
Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.

Prior to joining the bank, David led a team of security consultants being part of the to deliver hands on security testing and solutions to various industries as well as led the cyber security operations center for incident management and was trained by various institutions in practical penetration testing and cyber security risk management.
Ryan is the CISO of Fusion Bank overseeing technology and cyber risk management of the bank. Prior to that, he was the Executive Director of the IT department managing the IT teams and driving various projects such as building a new public cloud environment for the bank.

With over 14 years of experience, Ryan has worked in consultancy firm, multi-national conglomerate and various financial institutions such as Standard Chartered and Mox Bank on information security management, risk management and technology audit related areas.
Darren Joined Delinea in Jan 2022 as Principal Sales Engineer for APAC. He has over 13 years of Cybersecurity experience and is a Zero Trust Advocate. He is responsible for developing and assisting customers and organisations as they adopt and implement the Delinea Privileged access solutions. He regularly collaborates with customers from the Government sector & many of the Global 2000 companies in APAC.

Chris Ford is the RVP of Product and Engineering for F5’s App Infrastructure Protection and Observability (AIPO) business. He has more than 20 years of experience in sales, marketing, and product management for innovative networking, cybersecurity and SaaS companies. Most recently, Chris was the VP of Product Management for Threat Stack, acquired by F5 in 2021.
Kok-Tin is a Partner in PwC’s Cyber Security Privacy practice with over 18 years of experience. Kok-Tin is also the founder of PwC’s Darklab Hackaday and Hackbot. Kok-Tin is currently the Vice Chairman of ITSMf HK Chapter and the member of security committee of Fintech Association of HK. Kok-Tin has co-authored a number of cyber security and technology risk related guidelines for different Regulators in the region. Kok-Tin has also led ~500 small to large size of security assessment / transformation engagements and has worked across different continents including, Asia, America, Europe and Africa.

David Gao is a seasoned technologist with over 25 years of experience in networking and cyber security. He has led engineering teams for 15+ years at several Silicon Valley-based security companies, developing security products and solutions to address cyber threats. Currently, he works as a Principal Security Solution Architect at NSFOCUS, where he partners with clients to understand their requirements, analyze cyber security risk exposure, and design effective and scalable solutions to secure their businesses.
Paul Jackson started his career in APAC in 1988 with the Royal Hong Kong Police. With an engineering background, he helped found and ultimately led the Force’s cybercrime investigation and forensics capabilities for many years. He was also involved with Interpol during his law enforcement career, developing training and leading capacity building for police forces throughout APAC. In 2010, Paul moved to JP Morgan where he was relocated to New York to head up and build the global high-tech investigation team, which to this day remains a leading capability in corporate America. The time spent heading this global team was full of extraordinary challenges, managing insider threat, dealing with front-page news incidents and high-pressure situations. Perry Pow is the Vice President of Global Cybersecurity at State Street Bank & Trust for Asia Pacific. He is based out of Hong Kong and leading a team to oversee key aspects of cybersecurity and data protection, run mature programs in vulnerability management and prioritization, regularly conduct penetration testing and red- and blue-team exercises, support incident management and run 24x7 security operation centres (SOC) by developing data loss prevention and cloud security alerts handling procedures for SOC to follow. Edmund Tsui is Director of Solution Sales at CyberArk. Ricky is currently the Executive Director, Chief Information Security Officer of DBS Hong Kong. Before joining DBS, Ricky was the Head of Technology Risk Management of Bank of China (Hon Kong) overseeing the entire technology risk governance framework and various control measures of the institution.
