Howard Lee is responsible for monetary management, financial stability surveillance and financial infrastructure including payment systems. He also oversees the HKMA’s Fintech Facilitation Office. He joined the HKMA in 2009 as a Division Head in the Banking Policy Department. He also worked in the Corporate Development Division before his appointment as Executive Director (Corporate Services) in 2010. He took up the position of Executive Di rector (Monetary Management) in May 2013 and was promoted to Senior Executive Director in February 2016 before he was appointed to his current position on 1 January 2018. Prior to joining the HKMA, Mr. Lee was an Administrative Officer in the Hong Kong SAR Government and had worked in different policy bureaux and departments with responsibilities for policy formulation, regulatory issues, and administration.
Dr. Toa CHARM is the Chief Public Mission Officer (“CPMO”) the Hong Kong Cyberport Management Company Limited. He helps develop the company's strategic direction and drives Cyberport's public mission-related programs with the goal of inspiring the next generation, nurturing entrepreneurial spirit and helping local start-ups go global. Before Dr. Charm joined Cyberport, he held senior management and consulting positions from leading multinational and Chinese companies in Asia Pacific in the past 25 years including IBM, Oracle, HSBC and Kingdee.
Dr. Charm has been actively contributing to the ICT industry development and community affairs in Hong Kong and Asia Pacific. He serves in a number of advisory boards in ICT industry, universities, startup communities and NGOs including Hong Kong Computer Society, Tung Wah Hospital Group, City University of Hong Kong and Hong Kong Trade Development Council. Dr. Charm specializes in big data, fintech, digital strategy, business models innovation, growth and internationalization for emerging companies. He often shares his experience with corporate leaders, digital entrepreneurs and students. Dr. Charm is often invited as judge and assessor for ICT and innovation awards in Hong Kong and Asia Pacific.
Dr. Charm holds a Doctor of Business Administration degree, a Master’s degree in Business Administration and a Bachelor’s degree in Computer Science. He also completed management programs from Harvard, UC-Berkeley and CEIBS. Dr. Charm is a TDWI Certified BI Professional and has completed a Big Data Certification Program from MIT.
With more than 20 years of experience in the networking industry, CF is a veteran in designing, implementing, and supporting highly available network systems and solutions. In this current role with Arbor Networks, apart from actively involved in the global research projects, CF works closely with customers in the Asia Pacific region to develop and optimize approaches for their network security solution to ensure optimal deployment and best customer satisfaction.
Prior to joining Arbor Networks, CF had held different regional positions in pre- and post-sales roles for various large core routing and switching vendors. His expertise lies mainly in the areas of Internet routing technology, network threat detection and network visibility solutions.

Sam Coco is Associate Director, Information Security & Technology Risk, Asia Pacific for Fidelity International. Based in Hong Kong since 2011, Sam oversees information security, technology risk, cyber security and cyber defense operations across the region.
Sam has over 10 years of experience in the security and technology field. Prior to his current role, Sam was the Information Security, Senior Manager for Asia Pacific where his role focused on governance, risk and compliance as well as supporting operational security across the region. Previous to that, Sam was part of Fidelity International’s Corporate Security function where he was involved in internal investigations, background vetting and due diligence activities associated with security assurance.
Sam started his career in Sydney Australia in 2003 and held a number of system support and administration roles before joining Fidelity International in 2005.

With specialist interest areas of Insider Threat and Nation State Fusion Warfare, Mr. Dartnall has unique experience and insight into the cyber threat landscape. In his role as the Associate Director of Cyber Threat Intelligence to Gartner EMEA Consulting, Rob and Security Alliance are the global providers of Threat Intelligence services to Gartner consulting Threat Assessment clients.
From a conventional Military Intelligence background Mr. Dartnall has been creating cyber threat assessments and building intelligence teams and testing programs for some of the largest organisations in Europe, North America, the Middle East and Africa.
As Asia Pacific Head of Business Information Risk for HSBC Global Banking & Markets, Martin and his team are responsible for the day to day first line Information Risk management of businesses and functions in 19 countries across Asia Pacific, focusing primarily on the Human (or “people and process”) side of Information / Cyber Security. Martin is responsible for the business-led cyber security awareness and training program within HSBC’s investment bank in Asia, and through his team, acts as a liaison between Information Security, Risk, and front-line staff throughout the investment bank.
Overseeing a network of over 300+ divisional Business Information Risk Officers, Martin works directly with business and function staff to promote a culture of information risk awareness, whilst ensuring a pragmatic approach to the maintenance of a robust control environment.
Job Lam is Executive, Security Business Unit for IBM China/Hong Kong Limited, overseeing the company’s security solutions business in Hong Kong. He took up this role in May 2017.
Job joined IBM in 2001 as Tivoli Product Specialist, and became the Security Business Unit Leader for IBM Greater China Group in 2014. He helped three of the Big 4 banks in China and banks in Hong Kong to improve their application security, data protection and SIEM and SOC standard. With rich experience in threat intelligence, security solutions and operations, he was invited as a speaker or panelist in the workshop with Cyberspace Administration of China (中央網信辦), Beijing CyberSecurity Conference, US Department of State – Overseas Security Advisory Council to share his view on major cybersecurity challenges in the region.

Josiah is the head of Information Security and Technology Risk of AIA International. He is now actively supporting the digital transformation and establishment of a secure and cyber-resilient operating platform when the landscape of insurance business and its technology are undergoing profound changes.
Before joining AIA, he worked for the Hong Kong Monetary Authority (HKMA) helping to promote cyber resilience of the Hong Kong banking sector and carry out researches on digital currency and digital identity. He was the lead of the HKMA’s Cybersecurity Fortification Initiative (CFI) and the primary author of the Cyber Resilience Assessment Framework (C-RAF).
Josiah has 20 years working experience in global financial institutions. He was the Asia Regional Lead of the Technical Risk Management and subject matter experts of Information Security. During his tenure in JPMorgan Chase, he received the Hong Kong IT Excellence Award in 2001 and two US Patents in the Identity & Access Management and cryptography.
He is a Fellow of Certified Public Accountant (FCPA) of HKICPA and a Fellow of Association of Chartered Certified Accountants UK (FCCA), a Certified Information System Manager (CISM) and a Certified Information Systems Security Architecture Professional (CISSP-ISSAP). He received the MBA degree and MSc degree in Financial Analysis from the HK University of Science and Technology.
As the Principal Cyber Architect at Quann, Wally Lee is responsible for developing Quann's key solutions and services. These include Quann Consult's assessment, testing and consultancy services, Quann Empower's cyber drills and awareness training, and Quann Rescue's incident response offerings.
He has more than 20 years of technical pre-sales and hands-on experience in security audit, incident response management, compliance check, risk assessment, penetration testing, and security development lifecycle.
Prior to joining Quann, Wally was the Regional Cyber Security Specialist covering East Asia for BT.
Before BT, Wally was the Cyber Security Architect at Microsoft covering Asia Pacific. He was leading the cyber security services portfolio, covering from business development to leading the technical delivery. He was also a subject matter expert in the Microsoft Security Development Lifecycle where he led initiatives to promote and assist programmers to code their applications more securely.
Before joining Microsoft, Wally was the Regional Enterprise Solutions Architect for McAfee. He was responsible for developing strategic relationships and provided technical and industry expertise in technologies and solutions for major financial institutions, telecommunication companies, government and defence agencies and multinational corporations in the region.
Wally has also served as executive committee and committee members in several cyber security industry boards and associations. He is the immediate past President of the Association of Information Security Professionals. He holds a Bachelor of Applied Science (Computer Engineering) from Nanyang Technological University, Singapore, and is a Certified Information Systems Security Professional (CISSP) and BS7799 Lead Auditor.
Michael Leung was appointed Chief Information & Operations Officer of China CITIC Bank International in December 2013. In this capacity, he manages operations, information technology and innovative projects of the Bank. At the same time, Michael serves as a key member of the leadership team, looking after a wide range of functions.
Michael is a Fellow and immediate last President of the HK Computer Society, a Fellow of the HK Institute of Directors, an Exco Member and Chair of FinTech Committee of the HK Institute of Bankers, Adjunct Professor and Chair of the IS Departmental Advisory Committee of CityU, Chairman of the HK Down Syndrome Association, among others. Separately, Michael has led many QF accreditation panels for HKCAAVQ in the past years.
Mr. SC Leung is currently the Centre Manager of the Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT), supervising the security incident response team and coordinating with local and overseas parties. He has over 25 years of working experience serving banking, Internet solution provider, telecommunication and the consultancy industries.
SC Leung holds several information security designations including CISSP, CCSP, CISA and CBCP and is a certified TRANSITS I Trainer of international CSIRT training.
He is a frequent speaker in promoting information security awareness. He had been invited to speak for Hong Kong Monetary Authority, Securities and Futures Commission, Hong Kong Police Force, Government departments, enterprises, schools and local non-governmental organizations, while he had also spoken in overseas conferences of the (ISC)2, FIRST, APCERT, NatCSIRT Meeting, APECTEL, CNCERT/CC of China and the National University of Singapore. He received the (ISC)2 President’s Award in 2013 and the Asia-Pacific Information Security Leadership Achievement honouree in 2007 for his voluntary work and product neutral security awareness education to the public.
He is the member of the Asia Pacific Advisory Council of (ISC)2. He was the founding member of the Internet Society, Cloud Security Alliance Hong Kong and Macau Chapter and the Professional Information Security Association and had held key positions in these organizations.
Mr. Patrick Liu has more than 20 years of IT and Security experience including security operation, risk and control and IT audit within top tier financial institutions. As an experience security practitioner, Patrick has been responsible for performing and managing a wide range of security consulting, risk and threat assessment, security training, cyber crisis management planning program. Patrick is currently the Head of Information Security Risk Management of DBS Bank (Hong Kong) Ltd. He was awarded the Hong Kong Cyber Security Professionals Awards in 2017 in recognition of his commitment in the cyber security field.
Mr. Liu acquired several professional certifications including CISSP, CISSP-ISSAP, CISA, CGEIT, CRISC, CIA and ABCP.
Micky Lo joined BNY Mellon in July 2013 as Chief Technology Risk Officer APAC. He is leading the regional team with the mission to enable business solutions while proactively protecting BNY Mellon from information risks in a balanced control environment. He oversees and govern the implementation of the bank wide information risk roadmap in the region with particular focus on IT regulatory compliance.
He has over 30 years of IT experience in Financial Service Industry that spans across a diversified IT management disciplines including regional and location management, IT and security architecture, distributed computing engineering, technology infrastructure operation, outsourcing/in-sourcing management, IT risk management and technology audit.

Miro is a Deloitte Partner in Hong Kong with over two decades of international experience in various areas of Cyber. He has worked across numerous industries and delivered Cyber strategies, architectures, policies, standards, and Cyber solutions and services. Before joining Deloitte he held positions in various industry sectors including FSI, CP&R, Public Sector and TMT. Most recently Miro has been serving Deloitte's biggest global clients including a major global bank where he led a Cyber Transformation program focused on building a repeatable and standardised framework to assist in design and delivery of their future Cyber initiatives.
Maverick is currently Head of Internal Audit of Hong Kong Interbank Clearing Limited (HKICL). He drives the development and execution of internal audit plan to assess the governance and controls over the company’s clearing and settlement operations and systems. He has extensive experience in risk management, regulatory compliance, internal controls, IT audit, information security and data privacy. He also led the cyber resilience assessment and intelligence-led cyber attack simulation testing in accordance with HKMA’s Cybersecurity Fortification Initiative. Prior to joining HKICL, he held managerial positions in technology risk management team of a global bank and risk advisory team of a big four professional firm.
Jacob has 20 years of experience in the technology and data industry, specialising in data & analytics across different industries from FSI to FMCG Retail with core focus in the Asian regions, with locations such as Australia, Beijing, Hong Kong, Tokyo, Seoul, Taipei and Singapore, but also experienced in global settings such as UK, US, Swiss and France. Andrew has over 20 years of experience in ICT operation, development, strategy and adoption. He collaborates with industry partners/customers to formulate applied research projects to fill the gap they are facing. He is currently Director in Security and Data Sciences in ASTRI. His group applies and develops analytics and machine learning algorithms and systems for cyber-security analysis. Besides big data analytics and cybersecurity, he has great interest in algo-trading and robo-advisor, technology adoption and Internet business model. He also served as a mentor in ASTRI Innovation Runway, an incubation programme for university students. His mentees won several pitching competitions during the programme and has founded their start-up working in retail big data solution.

Fuller has over 18 years of experience in technology risk management and cyber security for financial service industry across Asian countries. Prior to joining Credit Suisse, Fuller led the Technology Risk Management and Cyber Security functions of AIA Group and managed the enterprise IT Risk program of JPMorgan. He received his MBA and Master in Information Systems Management from Hong Kong University of Science and Technology. He is also a Certified Information Security Manager (CISM) and Certified Information Systems Security Professional (CISSP).
