Mr Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010. After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro prudential data analysis. Prior to joining the HKMA, Mr Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region.
Brit Blakeney is Executive Director, Innovation and Ecosystems reporting to DBS Hong Kong’s CEO. Brit is a digital executive with over 20 years of experience. Prior to joining DBS, Brit was a Director at Dun & Bradstreet, leading its digital transformation. She has also held senior positions at major media and internet companies, such as AOL and Univision, and helped launch and run several successful internet and financial startups. Brit holds a bachelor’s degree from Georgetown University. She is on the payments committee of the FinTech Association of Hong Kong, a member of Women in Tech Hong Kong, and is a regular speaker at industry events across Asia.
Lionel Bruchez is the Chief Information Security Officer (CISO) for Hong Kong and deputy CISO APAC, covering regulatory and governmental engagements across Asia Pacific and the cybersecurity program, capabilities and cyber defense for 25,000 staff members in Asia spanning across 13 markets. In addition, Lionel is key committee member of the global Cyber Threat Management board and the strategy and governance lead for the bank’s Cyber Threat Intelligence service.
In his role, Lionel focuses on generating a business context for the cyberdefense capabilities and providing strategic and tactical awareness to the key decision makers. The wide array of issues he pursues include Geopolitical Analysis, Threat Intelligence, Threat Modeling, Security Monitoring, Security Reporting and Analytics, Compliance Monitoring, Cryptography, Signal Processing or System Security.
John Cheng is the General Manager of Splunk in Hong Kong, Macau and Mongolia region, responsible for the full portfolio of Splunk solutions. John manages sales, business development, marketing, channel and go-to-market product strategies for the region.
Prior to this role, John served as the Regional Director for BMC Software, Hong Kong and Taiwan. Prior to that, John held multiple regional sales role in BMC Software and SAS institute. With over 20 years in the IT industry, he has worked in business development, sales and technical roles.
John holds degrees from the University of Waterloo in Mathematics. In addition, he also holds an MBA degree from Hong Kong University of Science and Technology.
Eddy Chiu is the solutions architect for presenting Micro Focus security solution in identity powered approach. With over 10 years of experience in the identity security field, he is responsible for understanding customers’ needs in enterprise security, providing consultation to customer and sales enablement in Hong Kong and Macau.
After obtaining his Bachelor of Engineering in Information Engineering (BEng in IERG), he earned a Master of Science in Applied Accounting & Finance (MScAAF).
Sam Coco is the Head of Information Security & Technology Risk, Asia Pacific for Fidelity International. Based in Hong Kong since 2011, Sam oversees information security, technology risk, cyber security and cyber defense operations across the region.
Sam has over 10 years of experience in the security field. Prior to his current role, Sam was the Information Security, Senior Manager for Asia Pacific where his role focused on governance, risk and compliance well as supporting security assurance across the region. Previous to that, Sam was part of Fidelity International’s Corporate Security function where he was involved in internal investigations, background vetting and due diligence activities in addition to supporting information security in the region.
Sam started his career in Sydney Australia in 2003 and held a number of technical roles before joining Fidelity International in 2005.
Sam holds a Bachelor of Technology degree from The University of Western Sydney. He is also a Certified Information Systems Security Professional (CISSP) and a Certified Information Systems Auditor (CISA).
Dirk has over 28 years of Information Security experience starting his career in Melbourne, Australia with Fujitsu. He began working with federal government and defence along with retail, local and state government industries. He has worked in global cyber security teams across various financial services organisations including Commonwealth Bank of Australia, ANZ Bank, National Australia Bank, AIG, and UBS. Dirk joined the Hong Kong Jockey Club as the Chief Information Security Officer and Head of Technology Risk in 2019 and is driving a transformation and move to automate cyber security capabilities. Prior to joining the the Hong Kong Jockey Club, Dirk worked as the Global Head of Cyber Security for Australia’s latest Bank helping to build one of the first digital banks in South Africa, Tyme Digital. He is a transformation leader of cyber security delivery and risk methodologies with a strong focus on digital banking and development of cloud strategy for financial services, government, and critical infrastructure services.
Dirk studied Computer Science & Technology at La Trobe University, and has numerous industry qualifications. He was appointed Chair of Cyber Committee for Fintech Association Hong Kong, 2018.
Osemeke Isibor is a Partner Solutions Architect at AWS. He works with AWS Partner Network (APN) partners in various sectors including but not limited to financial services, retail and real estate; to design secure, highly available, scalable and cost optimized solutions around customer objectives using AWS services. He is a technology enthusiast and specialises in Big Data Analytics and AI/ML.
Paul Jackson first arrived in Hong Kong 30 years ago upon joining the HK Police in 1988. Qualified as an electronics and telecommunications engineer in the UK, after a few years of fun chasing smugglers in speedboats, Paul's past caught up with him and he was asked to lead a team to work with all the new mobile phone operators that were granted licences in 1995. Thus, began a long career in technology related crime investigation and cyber-security. Given his inability to shoot straight, this was probably a good thing!
As we moved safely past Y2K, he became a founding member of the Technology Crime Division in the HKP leading cybercrime and forensic investigations. At the same time, Paul worked extensively to develop and facilitate cybercrime investigation, intelligence and forensics training programs for Interpol across APAC and occasionally in Europe. He co-founded the HTCIA Asia Pacific Chapter in 2005 and ran cyber-security for the HK portion of the Olympic Games in 2008 among the highlights.
New adventures beckoned in 2010 when Paul joined JPMorgan, and he was soon to move to New York to build (virtually from scratch) the global high-tech investigation team, which to this day remains a leading capability in corporate America. The time spent heading this global team was full of extraordinary challenges, dealing with front-page news incidents and high-pressure situations.
Paul moved back to Asia in 2014 keen to bring all the knowledge back with him and work with the community in Asia to uplift capability and standards, Paul moved into the consulting world and now heads Kroll's Asia Pacific Cyber Risk Practice working to protect major organisations throughout the region. He is also a frequent speaker at APAC events and is often quoted in media articles. He can even be heard telling stories on the radio from time to time.
William Kwok holds a Bachelor degree in Computer Engineering and a Master degree in Engineering Management from University of Technology, Sydney since 2000. William is also a member of Institute of Electrical and Electronics Engineers (IEEE) and the Hong Kong Computer Society (HKCS).
William has over 20 years’ experience in IT industry, he is currently working as Assistant Vice President of HKT Limited focused on leading a team to provide ICT platform design, managed services and solutions consultation on infrastructure and cybersecurity for both public and private sectors in Hong Kong and Macau.
Towards a digital & 5G era, William has also been appointed as Digital Business Development Director in 2019, to explore business partnership for providing wide range of smart solutions. The aim is to support customers to transform their business and operations, so to improve operational efficiency and new customer centric experiences.
Elvie Lahournere is Director, Digital & Innovation, Asia Pacific at Natixis as part of the bank’s move towards digitalisation in the pursuit of creating high value-added solutions for its clients.
In this role, Elvie is responsible for promoting and facilitating the Digital and Innovation Strategy across the APAC platform and the bank globally. Her main focus is on data analytics, customer experience and ESG impact.
After 13 years of experience across Asia and Europe, with expertise in operational, and strategy development across different industries, Elvie has held senior roles with several technology and strategy businesses based in China such as Alten, Airbus and most recently Roland Berger.
Elvie also developed her deep knowledge and network within the technology landscape in China as the co-founder and vice president of French Tech Hong Kong.
Tony Lee is the Head of Consulting at Trend Micro – a global leader in cyber security solutions. He is responsible for the provision of security advice and solution consultation for large scale IT users and key channel partners in Hong Kong.
Tony has more than 13 years experiences in strategic planning and requirements analysis, with special focus on cloud security deployment, cyber threats response and emerging technologies analysis. As a technology evangelist for Trend Micro, he has been acting as a high profile speaker for major industry events in the region, specialized in evolving cyber threats such as ransomware and APT attacks.
Tony is a graduate of the Hong Kong Baptist University, where he received a Bachelor of Science degree in computer science.
Frankie is a world renowned expert in malware and cyber threat analysis. His research results were well accepted and published in various world famous cyber security journals and conferences. Frankie is frequently invited to speak at top notch security conferences worldwide, including but not limited to the world famous US BlackHat conference, the High Tech Crime Investigation Association (HTCIA) conference, Cyber Security Consortium, etc. He is also frequently invited by law enforcement agencies worldwide to deliver trainings to their cyber security and technology crime units. Frankie’s achievement is well recognized in the academic world. He is teaching Digital Forensics and Cybersecurity Postgraduate classes for the HKU School of Professional and Continuing Educiton. He is also teching Reverse Engineering and Malware Analysis classes of the MSc(CS) courses in The University of Hong Kong He is also a trainer for various law enforcement agencies such as the Hong Kong Police Force.
Patrick Liu has more than 20 years of IT and Security experience including security operation, risk and control and IT audit within top tier financial institutions. As an experience security practitioner, Patrick has been responsible for performing and managing a wide range of security consulting, risk and threat assessment, security training, cyber crisis management planning program. Patrick is currently the CISO of Fusion Bank. He was awarded the Hong Kong Cyber Security Professionals Awards in 2017 and ISC2 ISLA Asia-Pacific Honoree Senior Information Security Professional category 2018 in recognition of his commitment in the cyber security field.
Patrick Liu acquired several professional certifications including CISSP, CISSP-ISSAP, CISA, CGEIT, CRISC, CIA and ABCP.
Micky Lo joined BNY Mellon in July 2013 as Chief Technology Risk Officer APAC. He is leading the regional team with the mission to enable business solutions while proactively protecting BNY Mellon from information risks in a balanced control environment. He oversees and govern the implementation of the bank wide information risk roadmap in the region with particular focus on IT regulatory compliance.
He has over 30 years of IT experience in Financial Service Industry that spans across a diversified IT management disciplines including regional and location management, IT and security architecture, distributed computing engineering, technology infrastructure operation, outsourcing/in-sourcing management, IT risk management and technology audit.
Before joining BNY Mellon, Micky was the Head of IT Security APAC and Head of Technology Greater China for Deutsche Bank. Micky has held various management positions in IT management, IT Security/Risk management and Audit with JPMorgan and Citibank.
Micky serves as an industry advisor of the Bachelor of Management Science and Information Management Programme of Hang Seng Management College.

Ryan Lo is the Regional Manager, Shape Security Solution Consulting and Professional Services of APCJ at F5 Networks, responsible for bot and online fraud mitigation. He covers North Asia and Japan with customers in various sectors including banking, retail, travel, telco, government, etc. He is an senior IT practitioner with over 15 years of experience and specializing in cybersecurity and cybercrime prevention.
Miro is a Deloitte Partner in Hong Kong with over two decades of international experience in various areas of Cyber. He has worked across numerous industries and delivered Cyber strategies, architectures, policies, standards, and Cyber solutions and services. Before joining Deloitte he held positions in various industry sectors including FSI, CP&R, Public Sector and TMT. Most recently Miro has been serving Deloitte's biggest global clients including a major global bank where he led a Cyber Transformation program focused on building a repeatable and standardised framework to assist in design and delivery of their future Cyber initiatives.
Benjamin Quinlan is the CEO and Managing Partner of Quinlan & Associates. Jay is the Senior Vice President and APAC Region Information Security Lead within Information and Cyber Security’s Cyber Threat Management Team at Wells Fargo. He is based in APAC (Hong Kong) and responsible for information cyber threat management. He provides the regional information security assessments, incident response, threat intelligence, information security education and awareness training, and collaboration.
Jay Spreitzer has over 20 years of information security experience. Prior to moving to Asia he was the team lead for the cyber threat intelligence team for 11 years at Wells Fargo. Jay retired from the US Army, after 23 years of service working in various technology and information security roles. Roles included system administrator, database administrator, Information Assurance Security Officer, and culminating as Information Management Officer. As Information Management Officer, he managed and developed all facets of the organization’s information security program.
Jay holds a BS in Information Technology and a MS in Information Assurance and Security. He completed the Criminal Intelligence Analyst Course, and the FBI Citizen’s Academy. He holds GIAC Continuous Monitoring and Security Operations, Enterprise Defender, Digital Forensics, and Incident Handler certifications.
Jay is a member of InfraGard and the High Technology Crime Investigators Association. Jay has been an active member of the Board of Directors for the FBI Citizens Academy Alumni Association and Minnesota InfraGard. He is also Deputy Chair of the APAC Threat Intelligence Committee for the Financial Services – Information Sharing Analysis Center (FS-ISAC).
Eddie has 20 years of experience in the information technology industry, has served in technology leadership positions across government, ecommerce, fintech and now virtual bank. He is currently working as the Deputy CTO for WeLab Bank, and responsible for the technology team since inception, building out the tech of the virtual bank across all IT disciplines. He is passionate about applying technologies to streamline user experiences and operations.
Jonathan is currently the Head of Security and Resilience for Invesco based in HK primarily responsible for driving the information security and resilience strategies and initiatives, risk reduction and improving the overall security maturity in the Asia Pacific region. Prior to Invesco, he has held various security roles in information risk management and consultancy serving various industries including financial services, technologies services and manufacturing over a course of more than 15 years.
Cindy Ying heads the Technology Controls Room Operations for JPMorgan Chase. Cindy and her team is responsible for the global end to end management of Technology risk and control, including risk identification and treatment as well as controls measurements and evaluation.
Prior to joining J.P. Morgan in 2013, Cindy was an Executive Director at Morgan Stanley where she held various roles within their IT Risk and Enterprise Infrastructure Organization. Before she left she was the Asia COO for the Enterprise Infrastructure organization heading their risk & control, business management as well as the people & communication agenda. Before joining Morgan Stanley, Cindy worked in Deutsche Bank as an IT Audit Manager for North Asia as well as an IT Internal Audit Manager for the HKEx.
Cindy graduated from Monash University, Australia with a degree in Computer Science. She also holds a Post Graduate Diploma in Accounting and an MBA.
Philip Yu is an Assistant Dean (Taught Postgraduate Programmes), the Faculty of Science and an Associate Professor at the Department of Statistics and Actuarial Science of the University of Hong Kong (HKU). He is an Associate Director of China Greater Bay Area Institute of Financial Innovation. His research interests includes AI and big data analytics, non-parametric inference, ranking methods, time series analysis, financial data analysis, risk management and statistical trading. The HKU FinTech Index Series Project led by him is the first in the region to provide information in a timely manner to track the growth and development of the FinTech industry in Hong Kong.
